(a) No person shall use a skateboard on any street, except for the purpose of crossing the street.
(b) No person shall use a skateboard on any sidewalk, parking area or other public way or area within the downtown business district. Such prohibited area is bounded on the north and west by Church Street, on the south by Second Street and on the east by Monroe Street.
(c) No person shall ride a skateboard on any public sidewalk, where the use of skateboards is permitted in the city, without exercising due care for the safety of other persons using the sidewalk.
