(a) Amendments to the traffic control map and file shall be made by one of the following methods:
(1) By ordinance of the City Council; or
(2) By regulation of the Traffic Commission, subject to confirmation by resolution of the City Council.
(b) Upon enactment of any amendment to the traffic control map and file, the Chief of Police shall cause the amendment to be reflected on the map and file, and he or she shall cause proper signs or markings to be erected, whereupon such amendment shall be effective.
