(a) Establishment. There is hereby established within the Department of Public Service, a Division of Engineering, which shall be under the direction and control of the City Manager and is administered by the City Engineer.
(b) City Engineer. The City Engineer shall keep accurate maps, plats, and records of all public works, land, or property owned by City. The City Engineer shall make certain that building inspection services are provided for the City in a manner deemed effective to ensure enforcement of codified and statutory requirements. The City Engineer shall advise the Council and City officials on all engineering matters referred to him or her; shall perform such duties as are provided by law or ordinance; and, in addition thereto, such other duties as from time to time may be imposed upon him or her by the Public Service Director. He or she shall, from time to time as required by the Council, make reports regarding public improvements, repairs of streets, bridges, and sidewalks or such other work as the Council may request, and shall make such suggestions to the City Council regarding the same as shall in his or judgment seem best and proper.
