244.01   ESTABLISHMENT; COMPOSITION; DUTIES OF DIRECTOR.
   (a)   Establishment. There is hereby established a Department of Public Service, which shall be administered by a Director of Public Service. The Department of Public Service shall include the following divisions: Utilities Management, Engineering, and Public Service Maintenance. Subdivisions of Utilities Management are Wastewater Treatment; Water Treatment; Landfill Mitigation; and Industrial Pretreatment. Engineering includes Construction Inspection. Public Service Maintenance includes Water Distribution; Park Maintenance; Facility Maintenance; Sanitation; Streetscape Maintenance; Sewer Collection; Street Maintenance; Fleet/City Garage; and Stormwater Maintenance.
   (b)   Director of Public Service. The Director of Public Service shall manage and supervise all public works and public improvements having to do with the foregoing divisions and shall have the management and supervision of such offices and divisions. He or she shall make rules and regulations for the administration of the affairs under his or her supervision. The Director of Public Service shall continue to maintain the divisions of the Department of Public Service and shall exercise control over the employment of such superintendents, deputies, inspectors, clerks, laborers, and other persons necessary for the execution of the work and performance of the duties of the Department.
