(a) Public Notice. Whenever competitive bidding is required, public notice of the time and place when and where the bids or proposals will be received shall be advertised not less than once in a newspaper of general circulation in the City and/or on the City's website for at least fourteen (14) calendar days preceding the date stated in the public notice for the opening of bids or the receipt of proposals.
(b) Exceptions. Division (a) of this section shall not apply when other public notice requirements must be met on contracts being funded with federal or state funds.
