In accordance with Section 5.07 of the City Charter, all ordinances and resolutions adopted or passed by the City Council shall be signed by the presiding officer and authenticated by the City Clerk; however, the failure or refusal of the presiding officer or the City Clerk to sign or authenticate such ordinance or resolution shall not invalidate an otherwise properly enacted ordinance or resolution.
