212.03   PROCEDURAL MOTIONS.
   (a)   Procedural Motions. City Council may use procedural motions to conduct its own affairs in all procedural matters. Actions that are considered procedural in nature and may be approved by procedural motion include, but are not limited to, the following:
      (1)   Approval of minutes and excusal of absences;
      (2)   Approval of the schedule of bills;
      (3)   Appointments to any board, commission, or committee;
      (4)   Election of the Council Chair and Vice Chair (or President and Vice President);
      (5)   Adoption of or amendment to the Rules of Council;
      (6)   Approval of the sale of alcohol as a part of any special event permit approved by the City Manager under Section 1062.21 of the Xenia City Code; and
      (7)   Changing or rescheduling any scheduled regular meeting of the Council.
   (b)   Requests for Procedural Motions. The City Manager, the Finance Director, the Law Director, or any member of the Council may request procedural motions. Requests for procedural motions from the Appointed Officials may be presented to the City Council in writing, but the motion itself need not be presented in writing.
   (c)   Presentation to City Council. Requests for procedural motions from an appointed official shall be presented to the City Council by the presiding officer. Requests for procedural motions from a member of Council shall be presented to the City Council upon approval of the presiding officer.
