The Council may cause an inquiry to be made into any affairs of the City. Further, the Council may cause an inquiry to be made of any City department, division, office, agency, official or employee when the Council has reasonable cause to believe that there has been a violation of any of the provisions of this Charter, or any federal, state, or local law, rule, or ordinance. The inquiry may be conducted by any combination of Councilmembers, City employees or appropriate outside agencies as determined by the Council. The Council shall have all other powers necessary to enforce compliance with the provisions of this Charter or any federal, state, or local law, rule, or ordinance.
