§ 3.02 EXERCISE OF POWERS.

All powers and authority shall be exercised in the manner prescribed by this Chater or, if not so prescribed, in the manner provided by the ordinances of the City. When not prescribed in this Charter or by ordinance, then the powers shall be exercised in the manner provided by the laws of the State.
