The members of the Joint City/School Board Commission shall elect on an annual basis their own chairperson and secretary who shall serve for one year terms and shall alternate positions between the Council representatives and the Board of Education representatives. Neither the City Manager nor the Superintendent of the Board of Education shall serve as officers of this commission.
The Commission shall have power to adopt rules and regulations for the conduct of all business that comes before it.
