The Civil Service Commission shall supervise and approve the holding of examination, the content and form of the examinations, the certification of eligibles, the keeping of records, and the preparation of regulations prescribed in a detailed procedure to be followed in the administration of these rules.
The Commission shall have the power and shall be required to:
(a) Provide civil service rules.
(b) Hear appeals and render decisions on appeals; and
(c) Perform such other duties with reference to personnel administration not inconsistent with the City Charter, as Council may require by ordinance.
