Any action taken by any member of the Police Department of the City, outside the territorial limits thereof, in pursuance of any police matter involving the City or in the line of cooperation upon official police business of any of the other governmental units of Hamilton County, Ohio, when ordered or approved by the Chief of Police of the City, or if done upon an emergency basis and subsequently ratified by the Chief of Police, shall be considered action performed in the course of the employment of such police by members of the Police Department of the City.
