1336.02 DEFINITIONS.
   For purposes of this Chapter, the words below shall have the following meanings:
   (a)    "Addition" means any act that changes one or more of the architectural features of a building or structure by adding to, joining with, or increasing the size or capacity.
   (b)   "Alteration" means the act of changing the material, components, or configuration of a building or structure that results in visible changes to the exterior of the building or structure. In-Kind Replacement is excluded from the definition of Alteration. The installation of photovoltaic and other types of Solar Panels and Solar Panel Arrays is excluded from the definition of Alteration for the purposes of this Chapter, but is subject to the provisions of Section 1183.17 of the Planning and Zoning Code.
   (c)    "Application" means the Historic Review application described in Section 1336.05.
   (d)    "Change" means any Addition, Alteration, Demolition, or New Construction involving a building, structure, or property.
   (e)    "Contributing Resource" means a building, site, structure, or object within an Historic District, or on an Historic Property that possess integrity of age, design, setting, materials, or workmanship, and is of the historical period for which the Historic District or Historic Property is recognized as having Historical Significance.
   (f)   "Demolition" means the razing or removal, in whole or in part, of any building or structure.
   (g)   "Design Guidelines" means a set of criteria established by the Historic Preservation Commission and the Architectural Review Board and adopted by the Historic Preservation Commission which criteria identify the architectural and landscape features that contribute to the visual character of an Historic District or an Historic Property, and that provides guidance about how these elements should be treated when there is an Application for Historic Review. The Design Guidelines shall be used to assist the Historic Preservation Commission, Architectural Review Board, City Manager, and City Council in determining the appropriateness of approving the proposed Change thereof and any Proposed Replacement Construction associated with the Historic Review in accordance with this Chapter.
   (h)   "Exterior Walls" means elements below the roofline to the grade plane.
   (i)   "Front Elevation" means the Exterior Walls of a building or structure that is oriented to the public way, and the roof above such walls.
   (j)   "Historic District" means a grouping of buildings, structures, objects, and/or sites with Historical Significance, and designated as such by City Council, the State of Ohio, and/or the U.S. Department of the Interior, as well as any officially proposed district, until a final decision is made that such designation should not be made.
   (k)   "Historic Property" means a building that is located within a designated Historic District, a building, structure, object, or site with Historical Significance, and designated as such by City Council, the State of Ohio, and/or the U.S. Department of the Interior, as well as any building, structure, object, or site proposed for designation, until a final decision is made that such designation should not be made.
      Archaeological sites are considered to be Historic Properties if:
      (1)   They have yielded objects of importance to the understanding of historic and prehistoric culture; or
      (2)   They may be expected to yield objects of importance to the understanding of historic and prehistoric culture.
   (l)   "Historic Significance" is the condition of:
      Having integrity of age, location, design, setting, materials and workmanship; and
      (1)   Being associated with events and/or persons that have made a significant contribution to the broad patterns of our history; or
      (2)   Embodying the distinctive characteristics of a type, period, or method of construction, or that represent a significant and distinguishable entity whose components may lack individual distinction; or
      (3)   Having yielded or being likely to yield, information important in history.
   (m)    "In-Kind Replacement" means ordinary maintenance to correct deterioration or damage to a building or structure, or to restore a building or structure to its condition prior to such deterioration or damage provided such work does not involve a change in design, texture, material, or exterior architectural feature(s).
   (n)   "New Construction" means the act of erecting a new building or structure.
   (o)    “Noncontributing Resource" means a building, site, structure, or object within an Historic District, or on an Historic Property that lacks integrity of age, design, setting, materials, or workmanship, or is not of the historical period for which the Historic District or Historic Property is recognized as having Historical Significance.
   (p)    "Porch" means an open or enclosed extension of a building typically provided as protection to an entrance. A carport and porte-cochere, when they are an extension of a building, are included in this definition.
   (q)    “Proposed Replacement Construction" means any construction proposed or planned by the applicant to replace all or part of the building or structure that is under Application for Historic Review.
   (r)   "Roof" means the structure above the Exterior Walls of a building or structure.
   (s)   "Side Elevation" means the Exterior Walls of a building or structure that are oriented to the side property line and the Roof above such walls.
