901.04 PROCEDURE FOR OBTAINING REVOCABLE STREET LICENSE.
   (a)   Any person seeking a Revocable Street License for displaying string lights over the public right-of-way shall submit an application to the City Manager in accordance with the provisions of this Chapter and pay the fee for the Revocable Street License in accordance with the most current schedule of fees adopted by City Council.
   (b)   The City Manager or his or her designee shall review the application within ten (10) business days of the receipt thereof to determine the completeness of the application.
      (1)   If the application is found incomplete or does not meet the requirements of this Chapter, the City Manager or his or her designee shall reject the application and advise the applicant of the rejection and the reasons for the rejection. Upon being notified of the rejection, the applicant may, within thirty (30) days of such notification, modify the application so as to address the reasons for the rejection, demonstrate compliance with the applicable provisions of this Chapter, and correct and/or provide any missing or incomplete information. Failure to submit a modified application within thirty (30) days will require the applicant to submit a new application.
        (2)   If the application is determined to be complete and in compliance with the requirements of this Chapter, the City Manager or his or her designee shall inspect the premises to evaluate the appropriateness of the site being considered, determine the potential impact of the proposal on the surrounding neighborhood, and consider any public safety concerns that may be presented by the proposed Revocable Street License.
   (c)   A Revocable Street License may be granted by the City Manager if, in the sole opinion of the City Manager, the proposed string lights conform with the applicable provisions of the Streets, Utilities and Public Services Code, is located on an appropriate site within the Wyoming Avenue Business District, will not be a detriment to the surrounding neighborhood, does not pose any public safety concerns, and meets the conditions set forth in this Chapter.
   (d)   Alternatively, the City Manager may refer the application to the City's Boards, Commissions, and/or Departments, as appropriate, for review, comment, and recommendation.
      (1)   Additional time shall be afforded to the City Manager to obtain input from any Boards, Commissions, or Departments.
      (2)   If, based on the review and input of the application by the City's Boards, Commissions or Departments, it is the opinion of the City Manager that the proposed Revocable Street License application fails to comply with any applicable provisions of the City's Codified Ordinances, or if determined to be a detriment to the surrounding neighborhood, or if the application fails to meet the requirements of the Chapter, the City Manager may deny the Revocable Street License.
