"Structure" means anything constructed or erected, the use of which requires permanent location on or in the ground or that is attached to something having a permanent location on or in the ground including, but without limiting the generality of the foregoing, advertising signs, billboards and poster panels, decks, pergolas, and similar items. For purposes of this section and its application to setbacks for residential zoning districts, an unenclosed, uncovered deck, walkway, or similar structure, when attached to a residence, whose finished floor surface is no more than 6" above grade at its highest point shall not be required to meet the setbacks of the residence of the district in which it is located.
