"Master Plan" means the comprehensive plan or any part thereof adopted by the Wyoming Planning Commission and/or the Hamilton County Regional Planning Commission indicating the general location recommended for motorways, parks and other public open spaces, public building sites, public utilities, and the character and extent of neighborhood and community development.
