"Pan-handle lot" means a separately platted lot the main body of which is located to the side and/or rear of a platted lot abutting a public or private street, and which is connected to a public or private street by a strip of ground that does not meet the minimum street frontage requirement for lots located in the zoning district in which the property is located, and which strip of ground serves primarily as a means of ingress and egress to the main portion of the lot.
