Murals may be applied to the exterior walls of buildings located on commercially zoned properties or on exterior walls of buildings that are municipally owned, subject to the following requirements:
(a) Murals may be applied or affixed to only one exterior wall of a building or structure;
(b) No mural may be painted on, affixed to, or otherwise cover any window of a building or structure such that it restricts natural light from entering the interior spaces;
(c) No mural shall be applied or affixed to a building or structure without first obtaining a permit from the Building Department.
