1335.01 PURPOSE.
   For the purpose of carrying out the objectives of historic preservation, there shall be established an Historic Preservation Commission, hereafter referred to as the Commission. The Commission shall make evaluations of the historic resources of the City, communicate its conclusions to the public, and after receiving the comments of interested residents, make recommendations to Council for legislative action.

1335.02 MEMBERS.
   (a)   The Historic Preservation Commission shall be composed of the following:
      (1)   Two residents of the City appointed by Council who shall serve three year terms beginning on the first day of January in an odd numbered year.
      (2)   A member of the Architectural Review Board, selected by that Board who shall serve while a member of the Architectural Review Board and as so designated;
      (3)   A member of Council, appointed by the Mayor who shall serve while a member of Council and as so designated by the Mayor;
      (4)   A member of the Wyoming Historical Society, selected by the Society who shall serve a three year term beginning on the first day of January of an even numbered year; and
      (5)   Two property owners, or one property owner and one tenant from the Village Historic District, a property on the National Register of Historic Places, or a locally designated Historic Property, as appointed by Council who shall serve for a three year term beginning on the first day of January of an odd numbered year.

   (b)   (EDITOR’S NOTE: Former subsection (b) hereof was deleted by Ordinance 14- 2018.)
   (c)   Any vacancy occurring shall be filled by the original appointing authority or organization, and the designated appointee shall complete the original term of appointment.
   (d)   A Commission member may be removed for just cause by the Mayor.

1335.03 POWERS AND PROCEDURES.
   The Commission is hereby vested with authority to exercise the powers and perform the duties herein provided and shall have the power to make is own rules of procedure with the following limitations:
   (a)   A quorum shall be fifty percent (50%) or more of the members.
   (b)   The chairperson shall be elected by the Commission and shall have full voting powers.
   (c)   All meetings shall be open to the public.
   (d)   There shall be a standing invitation to the City Manager to attend all meetings of the Commission. The City Manager shall have the right to be represented by a staff member of his or her choice.
   (e)   There shall be held at least three meetings per year.
