1331.09 ENHANCED SIGNAGE.
   (a)    The Architectural Review Board is hereby designated as the agency of the City to establish enhanced signage design guidelines for the City.
   
   (b)    The owner or developer of a non-residential building in a non-residential zoning district may apply for signage that exceeds the size restrictions for the total square foot amount of signage or the number of signs allowed on the premises or signs utilizing light emitting diodes by submitting a master signage plan for the project which master signage plan must include details on the following characteristics of all signs in the project:
      (1)    Sign proportions;
      (2)    Placement of all signs on the premises;
      (3)    Sign lighting;
      (4)    Sign materials; and
      (5)    Sign design, style, colors, height, and other attributes.
   (c)    Enhanced signage that shall be allowed under this Section include:
      (1)    One (1) additional canopy, ground, pole, projecting, or wall sign on the premises;
      (2)    An increase of up to ten percent (10%) in the area of the permitted sign or signs on the premises.
   (d)    The City Manager shall submit any such request to the Board which will advise the City Manager whether, in its judgment, the proposed master signage plan meets the guidelines, overlay, or neighborhood plans hereinafter adopted by the City.
   After considering the recommendation of the Board, the City Manager shall issue a permit allowing the enhanced signage in accordance with subsection (c) of this Section if the Manager finds that the signs shown in the application conform with subsection (b) of this Section and with all other applicable provisions of this Section. If the City Manager determines that the signs shown in the application fail in any respect to conform to the provisions of subsection (b) or with other applicable provisions of this Chapter, the Manager shall deny the application and specify in writing the provisions with which the application does not conform. The City Manager's decision shall be issued within forty- five (45) days of the submittal of a complete application under this Section.
