(a) No person shall commence or proceed with any work regulated by the provisions of this Building Code without first obtaining a proper Zoning Certificate in accordance with the applicable provisions of the Zoning Code and/or the proper building, mechanical, or other permit from the City Manager or other appropriate governmental authority having jurisdiction, and paying the fees described herein or the fees described in the adopted fee structure of the authority having jurisdiction.
(b) No certificate or permit shall be issued until the fees hereinafter prescribed have been paid to the City or the authority having jurisdiction. Each permit shall show the owner's name, the location of the premises, the work involved and a receipt for the total amount paid, and shall state that the proposed work complies with all provisions of the Zoning and Building Codes.
(c) Where the work for which a permit is required by the Building Code is started or proceeded with, prior to obtaining such permit, the fees hereinafter specified shall be doubled. Such fees shall be the fees for the entire project and the payment of such fees shall not relieve any person from fully complying with the requirements of the Building Code in the execution of the work, nor from any other penalty prescribed herein.
