No accessory building shall be constructed upon a lot until the construction of fifty percent (50%) or more of the main building has been completed and no accessory building shall be used for dwelling purposes unless the main building on the lot is also being used as such and only when the accessory building is permitted to be used for residential dwelling purposes by the zoning regulations of the district in which the property is located.
