The Architectural Review Board is hereby vested with the authority to exercise the powers and perform the duties herein provided, and shall have the power to make its own rules of procedure, etc., with the following limitations:
(a) Its quorum shall consist of two or more members.
(b) All its meetings shall be held at the Wyoming City Building unless otherwise determined and advertised in advance.
(c) Its official action shall require the affirmative vote of two or more members of the Board.
(d) There shall be a standing invitation to the City Manager to attend all meetings of the Board.
