There is hereby established in the City an Architectural Review Board which shall consist of three regular members and one alternate member appointed by City Council for the following terms: one regular member for a term expiring December 31, 1976, one regular member for a term expiring December 31, 1977, and one regular member for a term expiring December 31, 1978. The alternate member shall be appointed for a term beginning November 1, 2005, and ending on December 31, 2008. Subsequent appointments of the regular and alternate members to such Board by City Council shall be for terms of three years each. Vacancies shall be filled for the remainder of unexpired terms in the same manner as the original appointments and confirmations. Any member of the Board shall be subject to removal for cause in the manner provided by the statutes of the State or by the Charter of this City. In case of the temporary absence, disability, or recusal of any regular member, the alternate member shall serve during such temporary absence, disability, or recusal of such regular member. Such alternate member must possess all of the qualifications, shall have the same powers, and shall perform the same duties of a regular member, during the term that such alternate member serves in the stead of such regular member.
