1135.10 PLATS TO ACCOMPANY APPLICATIONS.
   (a)   Unless specifically exempted from this requirement, all applications required by Section 1135.01 hereof shall be accompanied by a plat of such land prepared by a registered professional surveyor or engineer, on which shall be located with the proper indications and drawn to scale, the property corners including survey pins or other monuments, the exact size and location of the improvements to be constructed and the distances to the property lines and street line setbacks.
   (b)   The improvements shall be actually located on the land in the precise location indicated on the plat filed with the application.
   (c)   The plat so filed shall bear the name and license seal of the surveyor or engineer by whom it was prepared.
 
   (d)   In lieu of the required plat of survey, the City Manager may, at his/her sole discretion, approve the submission of a site plan provided that the applicant demonstrates that existing survey monuments have been located in the field identifying the true and accurate locations of the property corners and further provided that such site plan provides all other necessary and relevant information as required on the plat as outlined above.
