(a) An application for such Certificate of Occupancy for a legal nonconforming use shall be filed with the City Manager by the owner or lessee of the building occupied by such nonconforming use within one year of the passage of the ordinance changing the zoning of the property. The City Manager shall determine the information that must be submitted in the application and the form in which it shall be filed.
(b) It shall be the duty of the City Manager to issue a Certificate of Occupancy for such legal nonconforming use upon receiving such application and verifying the validity of the legal nonconforming use.
(c) The failure of the owner or lessee of the building occupied by such nonconforming use to obtain a Certificate of Occupancy for the same within one year of the passage of an ordinance changing the zoning of the property, shall create a conclusive presumption that such nonconforming use did not exist prior to the passage of such ordinance, and such nonconforming use shall be discontinued within one year from the passage of the same.
