No existing lot, lot of record, parcel or tract of land shall have its boundary changed or shall be transferred to an abutting owner for purposes of changing the boundaries of any lot, lot of record, parcel, or tract without first obtaining approval of the City Manager or the Planning Commission in accordance with this Chapter. The City Manager shall only approve such boundary change if the resulting configuration of all affected lot, lots of record, parcels or tracts, upon the completion of such transfer or boundary change, is not contrary to the applicable platting, subdividing and/or planning and zoning regulations of the City.
