"Basement" means a story having part but not more than one-half its height below grade. A basement is counted as a story for the purpose of height regulations, if the finished floor above the basement is:
(a) More than six feet above the average grade.
(b) More than six feet above the finished grade level for more than fifty percent (50%) of the total building perimeter.
(c) More than twelve feet above the grade at any point.
