Certain words and phrases as used or found in this Planning and Zoning Code are defined, for the purpose of this Code, as hereinafter set forth in this Chapter. Words and terms used and not specifically defined in this Chapter but which are defined elsewhere in the Codified Ordinances shall have the meanings defined therein. Words used in the singular include the plural and the plural the singular, words used in the present tense shall include the future, and the word "shall" is mandatory not directory.
