No person shall create or maintain a compost/yardwaste pile in such a manner that it: becomes a place of harborage, breeding or infestation for insects, rodents or other vermin; produces offensive or noxious odors which may be detected from off of the premises; causes any form of surface or ground water pollution; attracts animals; is located within the limits of a front yard; or creates a health, safety or fire hazard.
