It shall be the duty of every owner, tenant, agent, lessee, occupant and person in charge of any building, premises or place of business in the City to place all refuse, including trash, garbage, brush, tree branches and grass that is to be collected by the City or it’s agents at the curb or curb line in front of every such building, premises or place of business no earlier than 4:00 p.m. on the day before the scheduled day of collection and to remove all waste containers by the end of the pick up day in accordance with the Rules and Regulations of the City.
