951.03 COLLECTION OF GARBAGE AND REFUSE.
   (a)   Permits. No person, firm or corporation shall collect or transport garbage or other refuse within the City who does not possess a permit issued by the City Manager after the City Manager has satisfied himself that the permittee is capable of complying with the requirements of this chapter. The permit may be revoked for cause by the City Manager.
   (b)   Duty to Collect. It shall be the duty of the City Manager to collect or provide for the collection of all garbage and other refuse from all premises within the City at least once each week, provided however, that the City Manager may require commercial operators, contractors, builders, tree trimmers and the like to remove and dispose in a lawful manner any garbage, refuse or trash resulting from their operations.
