(a) No owner, contractor or person having control of any property shall connect any roof drain or surface drain carrying rainwater to any sanitary sewer system.

(b) Each owner or person having control of any property where any roof drain or surface drain might carry rainwater to a sanitary sewer, shall disconnect such rainwater drainage from the sanitary sewer at his own expense within thirty days after written notice to do so from the City Manager.
