909.07 REQUIRED PRUNING.
   (a) Any person, being the owner of real property abutting a street or sidewalk, shall trim or remove. as the case may require, every dead, decayed or broken tree, plant or shrubbery, or part thereof, so that the same shall not fall to the street or sidewalk and shall prune any tree or shrub on the owner's property so that no tree or shrub shall obstruct or interfere with the free passage of pedestrians on any sidewalk or the free passage of vehicles on the paved portions of any street, or the view of traffic, traffic signs or traffic signals; or with the extension or maintenance of wires for street electric lights. The minimum clearance shall be eight feet over the sidewalks and fourteen feet over the paved portion of streets.
   (b)    Any person who has received from the City a grant to occupy the street, lanes or public grounds of the City for the purpose of erecting and maintaining poles, wires, fixtures, brackets and supports for the necessary wires thereon, shall upon notification by the Urban Forest Manager that any such supported wire under its control is interfering with a public tree, prune such tree at no expense to the City within forty-eight hours or other reasonable time designated by the Urban Forest Manager and the notification in such manner as to remove any interference to the tree from the wires.
   (c)    The Urban Forest Manager may order any property owner or person responsible to correct any violation of the provisions of this chapter. Should any ordered correction not be made within fourteen days of the mailing of such notice, the Urban Forest Manager shall cause the correction to be made, shall record all expenses involved and shall be authorized to collect such expenses from the property owner or person responsible for causing the correction to be required by giving five days' notice, certified mail, return receipt requested, to the owner of such lot or parcel of land, at his last known address, to pay the cost of such trimming or removal of trees, plants or shrubbery, or part thereof, which notice shall be accompanied by a statement of the amount of cost incurred; and in the event the same is not paid within thirty days after the mailing of the notice, then such amount shall be certified to the County Auditor for collection the same as other taxes and assessments are collected.
