Without specific written permission of the City:
(a) No person other than the City shall plant or transplant any tree in any street or park, or on any other property owned by the City.
(b) No person other than the City shall damage, cut, carve, prune, damage the roots of or remove any public tree; nor attach any rope, wire, nails, advertising poster or other artifact to any public tree; or allow any toxic substance to harm or damage any public tree; or set fire to or otherwise injure by fire any public tree.
(c) No person other than the City shall spray. inject or otherwise apply any fertilizer or pesticide, including but not limited to dormant oil, insecticide, fungicide, herbicide or biological control to any public tree. Such provision shall not apply to the inadvertent overspray of any fertilizer or pesticides set forth above.
