905.10 PROTEST TO BE FILED PRIOR TO THE COMMENCEMENT OF WORK.

All protests shall be filed within twenty-one days from the service of the Notice to Repair and in no case may a protest be filed after the commencement of the work. For purposes of this section, the "commencement of the work" shall mean the date that the City contractor begins work in the City under the terms of a duly authorized contract with the City.
