(a) No person shall obstruct or permit the obstruction of any gutter so as to impede the passage of water flowing in such gutter in or adjacent to any City or private street.
(b) Wherever a pipe exists under a driveway approach within a gutter, the responsibility to maintain such pipe shall be that of the owner of the property which the driveway approach serves. Such owner shall at all times keep the pipe in good repair and free and clear of any obstruction. (Ord. 5-2005. Passed 4-18-05.)
