In addition to the requirements of Section 1361.09:
(a) All filling stations or public garages shall have on file with the Residential Building Official an approved plat plan showing the number and location of all storage parking spaces to be utilized by the filling station or public garage.
(b) All filling stations or public garages with storage parking spaces which immediately abut residentially zoned property or church, school or public park located within the City shall screen such areas pursuant to Section 709.01(b) hereof.
