No person shall operate or maintain an automobile filling station or public garage within the City except subject to the following regulations:
(a) No part of any premises upon which an automotive filling station or public garage is operated or maintained shall be used for the purchase, storage or sale of junk or for scrap processing.
(b) No part of any premises upon which an automobile filling station or public garage is operated or maintained shall be used as a motor vehicle salvage lot.
(c) Not more than five wrecked motor vehicles shall be permitted to be maintained on an open lot on the premises or any automobile filling station or public garage during nonbusiness hours.
(d) No wrecked vehicle shall be permitted to remain on open lot for more than fourteen days.
