521.11 SIDEWALK SALES.
   (a)    No person shall use any street or sidewalk area, including the lateral strip area between the street and the sidewalk, for the display or sale of merchandise or for any advertising display, provided that a group of five or more merchants may hold a joint sidewalk sale for a total of not more than seven days per year in front of their customary and established places of business, and further provided that a permit for the sale on the specific days is first issued by the City Manager.    (b)    The group seeking to hold such a sidewalk sale shall file with the City Manager an application for a permit therefor. The City Manager shall examine the property, its zoning district, adjoining properties and the merchandise proposed to be so offered for sale, to determine if such sidewalk sale is suitable according to building, sanitation and fire laws of the City and the State.
   If in the opinion of the City Manager, the property qualifies for such sidewalk sale, he may issue such special permit to the group. (Ord. 1419-1977. Passed 6-20-77. )
   (c)    Whoever violates this section is guilty of a minor misdemeanor.
