(a) It is declared a nuisance for any person to keep or harbor any animal which creates noise to the reasonable annoyance of the inhabitants of the City, and/or which damages the person or property of another, or which defecates on the property of another, and no person shall create, continue, contribute to or permit such nuisance to exist.
(b) Whoever violates this section is guilty of a minor misdemeanor.

(c) Whoever violates this section within one year of a previous conviction is guilty of a misdemeanor of the fourth degree.
