505.01 DOGS RUNNING AT LARGE.
   (a)   It shall be unlawful for any dog to be at large within this City. A dog which is off the premises of its owner, keeper or custodian shall be deemed to be at large unless it is on a leash and in the custody of a competent person or is confined to physical boundaries which are under the control of its owner, keeper or custodian. Should any dog be at large within the meaning of this section such fact shall constitute a violation of this section by the owner, keeper and/or person in control of such dog.
   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor.

   (c)   Whoever violates this section within one year of a previous conviction is guilty of a misdemeanor of the fourth degree.
