(a) In order to provide a passageway for fire and police vehicles responding to emergency calls, parking on private property where fire lanes have been established by the City Manager shall be subject to the provisions of the Codified Ordinances covering parking on the streets of the City.
(b) The City Manager shall restrict or prohibit motor vehicles from parking in any part of any yard, court, parking lot or private driveway where such parking creates or tends to create a fire hazard to lives or property, or where such interferences with the free movement of fire apparatus.
(c) The City Manager shall erect and maintain appropriate traffic signs upon such private property indicating the establishment of the fire lane thereon.

(d) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
