Any person violating any provision of this chapter shall be subject to a fine of fifty dollars ($50.00) for the first offense, one hundred dollars ($100.00) for the second offense within a five (5) year period of time, and two hundred dollars ($200.00) for the third offense within a five (5) year period of time.
