After consultation with the administrative official of the planning and zoning commission, a subdivider may proceed directly to the filing of an application for approval of a final plat if no streets, water lines, sewer lines, drainage improvements or other public improvements are to be dedicated or vacated for either a new subdivision consisting of five (5) lots or less, or for a resubdivision of any size.
