The town hereby adopts that certain publication known and designated as the fourth edition of the Wyoming public works standard specifications as the public works standard specifications of the town. Any contract for the construction of any public works project, whether public or private within the town, shall incorporate, by reference or otherwise, this chapter or the requirement that the contract, bid specifications and construction are, and shall remain, consistent with the fourth edition of the Wyoming public works standard specifications.
