When the payor bank of any uncertified check tendered to the town in payment of any obligation due to the town shall refuse payment upon such check, and such check shall be returned to the town, a penalty of $25 shall be imposed. The penalty shall not be waived or diminished and shall be in addition to other charges or penalties provided for by law.
