The Parks and Recreation Advisory Committee meetings shall be held on a monthly basis as approved by the Board of Aldermen. The Chairman or in his or her absence, the Vice-Chairman, may request a special meeting of the Committee at any time. Special meetings may also be requested at any time by at least five Committee members. Upon approval by the Board of Aldermen, notice of regular and special meetings shall be given in accordance with G.S. § 143-318.9 et seq. A quorum of the Committee shall be in attendance before action of an official nature can be taken. A majority of the actual membership of the Parks and Recreation Advisory Committee, excluding vacant seats, shall constitute a quorum in accordance with G.S. § 160A-74. A member who has withdrawn from a meeting without being excused by a majority vote of the remaining members present shall be counted as present for purposes of determining whether a quorum is present.
