This subchapter is adopted to preserve and promote the protection of the shore line of the town and environs within one mile of the corporate limits of the town by maintaining the existence of natural or constructed dunes which provide a protective barrier from the actions of the Atlantic Ocean and other surrounding waters and storms for adjacent lands against the actions of sand, wind, water, and people. The past practice of destroying the dunes constitutes a serious threat to the safety of adjacent properties and people. This subchapter is therefore adopted for the health, safety, and welfare of persons living, visiting, or sojourning in the town and its environs within one mile of the corporate limits of the town, and for the protection of public and private property in those areas.
