(A) Pursuant to G.S. § 160D-1201, it is hereby found and declared that there exists in the town dwellings which are unfit for human habitation due to dilapidation, defects increasing the hazards of fire, accidents and other calamities, lack of ventilation, light and sanitary facilities, and other conditions rendering such dwellings unsafe or unsanitary, dangerous and detrimental to the health and otherwise inimical to the welfare of the residents of the town. In order to protect the health, safety and welfare of the residents of the town as authorized by G.S. 160D-1201 et seq. it is the purpose of this article to establish minimum standards of fitness for the initial and continued occupancy of all buildings used for human habitation, as expressly authorized by G.S. 160D-1205.
(B) Furthermore, all projects concerning construction (erection, alteration, and/or repair) are areas of environmental concern and shall be treated as such. All of the concerns of the minimum housing code and technical guidelines shall be considered as to their impact on the environment and every effort shall be made by all concerned to preserve and maintain the environment for our own protection, safety, and welfare, and for those generations yet unborn.
